If you clean the shit out of your ears and pay attention, you'd hear that he was talking about the need to solve the crisis worldwide, rather than just in the US in order to avoid the necessary travel bans that we'd have to maintain if other countries were still being affected.

Nothing complex or difficult to understand about it.
