I imagine most companies informed their workers of that, or I hope so, anyways. Maybe they were offered the choice to continue deductions, or defer them.

The smart move would be to just have the same deductions continue.

It can't be smart to go out and spend the money which is supposed to be set aside to pay taxes. If insufficient funds are set aside then the filer will have to pay in at the time when they are expecting their refund.

People who are not good at managing their personal budgets will be negatively impacted.
