Yes, but it takes a concerted and mass effort. That is a national campaign to Burn Your Ballot. If you get millions to publicly burn their ballots and voter turnout for a Presidential election were say 38% it'd pretty much make the election invalid regardless of outcome. The Democrats could claim whatever they wanted at that point but they'd no longer have a leg to stand on in the court of public opinion. They'd have an illegitimate election and it would be obvious.
