Congress, mostly Dems, passed a law restricting how much a person can contribute to a campaign. The courts ruled that "free speech" protects the right of a person to unlimited funding of their own campaign. The law also allows unlimited transfers from a campaign to the Democrat party.
Bloomberg put a lot of his money into his campaign. When he withdrew, his campaign gave millions of dollars to the DNC.
It seems to me that this effectively is a large private donation from Bloomberg to the DNS, which is illegal. It's definitely a violation of the DNC's stance and campaign financing. (But, duh, Democrats are hypocrites.)
