Santos’ official U.S. House website (paid for with your tax dollars,) the “perpetual liar” claims he “voted ‘nay’ on the House omnibus bill, which would be difficult given it was Dec. 23 and Santos had yet to take office.”

Congressman(-elect) Ritchie Torres (D-NY) tweeted a screenshot of the false claim from Santos’ website.


Santos, who – like every member of the House of Representatives, including incumbents – is technically not a congressman since he has not been sworn in yet, thanks to the Republicans who have now spent two days and six votes and have yet to elect a Speaker. No one can be sworn in until a Speaker has been chosen.

House rules aren't legislation. They can do House business, they can't work on laws.

I thought of that point, but since the Constitution calls for electing a speaker I assumed it had to be by actual members.

Those in the chamber won the state elections and votes were certified. They were not sworn in, that is all. They are voting for the person who will swear them in. Therefore the speaker's vote precedes the swearing-in every time.

From my understanding, they can not proceed until they can elect a Speaker. That means, if this goes on for long enough, our government ceases to exist. Our civilization ends as it is, and hopefully becomes something new.

I actually agree with Hawkeye, but I would add that it is only happening with our Republican leaders... This is extreme incompetence, and may well hurt America badly. If they can settle it quickly, it might not... But it is still going.

All federal spending bills must start in the House of Representatives. We technically have no House of Representatives until the Speaker of the House swears them in, and technically have no Speaker of the House.

That means, no federal spending bills until we get a Speaker of the House. If we never get a Speaker of the House, the government stops spending any money.

It is not spending bills that must originate in the House but all bills raising revenue.

That sounds a little far-fetched. The government does not cease to exist just because there is no speaker.

The speaker pro-tem serves in the absence of the speaker. They can just choose a speaker pro-tem for any legislative business although I'm sure this will be settled before that becomes necessary.

The House cannot swear in without a Speaker. The rules cannot be voted on without the Speaker. Without rules, or sworn in members, there is no Speaker pro tempore.

Last time this really went long, there was no legislation possible for the entire time.
