It does sound like it is a central agreement with more detailed agreements to come, but I will wait to judge. It is possible that this is all exaggeration... spiking the football on the 5 yard line kind of stuff...

Perhaps Trump will "capitulate" if the talk is being done. America isn't a business enterprise for him to take a risk on.

Trump needs to stop toying and be serious. I get why voters are enthralled by his promises.

We need to see what was agreed, see if/when Trump changes his mind, and go from there.
