What if a sitting POTUS is running for re-election and getting killed in the polls. He says to one of his goons "Take care of my opponent. Make it look like an accident. If you get caught, I'll pardon you."

Obama was a slacker. Obama was beyond his depth as a slacker in getting others to do his work as President. Consider it the Peter Principle.

Obama knew what he was doing when he expanded the Senior Executive Service by Executive Order.

It was a masterstroke, and it was what perpetuated, if not created, the 'Deep State', IMO.

What Obama did in the waning days of his Reign or Error was this: He created a long-lived cadre of dedicated DEMOCRAT ideologues in senior positions throughout the already-entrenched federal bureaucracy.

It was an act of evil genius (although I suspect Rahm Emanuel may have thought it up).

Not only would this corps of highly-placed saboteurs survive many presidential transitions (because they aren't elected or appointed), they'd be in place to hobble and obstruct any future GOP president's agenda from inside the belly of the beast.

They are also able to pick their successors in many cases.

It was another DEMOCRAT "insurance policy" in case the Hildebeast lost.

And so it turned out.

A lot of the opposition to Obama's (surprise) successor came from inside the federal government.

Remember: elected and appointed officials will always come and go, but the bureaucratic class stays in place, and it grows.

The poison pill is still there.

No future Republican administration will be able to root it out anytime soon.

Because Switzerland has no extradition laws with the US. That means Switzerland wouldn't deport him back to the US just because he was wanted there. So long as he didn't break Switzerland's laws he could live there in the open without concern that the US would nab him for a trial.

Anybody can abuse their power. We can't amend the Constitution to account for all possible examples. In your example the president could be impeached and removed from office and charged with murder.
