60 votes are needed for cloture. Since there are only 53 R's in the Senate, that means that the D's hold the power to force a "shutdown" or not, as they can choose to "stick together" and keep R's from getting the 60 votes necessary for cloture.

Maybe Democrats realized they don't want a shutdown because people might notice everything functions normally without the federal government at work.
