Generals and Admirals authorize strikes and should be made aware of casualties including MIA. True, they don't need to know the minutia in planning but should be briefed on the strike prior to execution to give final approval.No, no more than some general or admiral. They are not the ones that should be deciding the exact details. Presidents should be deciding national policy and grand strategy not the details of a strike mission. Admirals and generals decide campaigns and overall battle strategies, not niggling little details like the time of an airstrike of what particular munitions will be used beyond broad categories.
It should also be that lawyers and such are NOT in the loop for such decisions.
Presidents set who we use military force against. They don't have to be involved in the details of using that force so long as it doesn't exceed the authority given to the military to use it. So, if Trump--or any President--tells the military to blow the fuck out of Yemen, they don't need every detail of how that will happen.
