FDR packed the court in the sense that he had Democrats in Congress that okey doaked his choices without question meaning that the Justices went along with virtually everything he did while having selected all of the sitting Justices. Justices that were neither activists nor yes men wouldn't have allowed the New Deal, as the Justices did when FDR first took office. So much for separation of powers...

Carter was not a good President, but the Camp David Peace Accords was an achievement few thought was ever possible plus his emphasis on human rights is noteworthy. His rank is low, but nowhere near that of Buchanan

FDR did appoint nine new Justices, the guy was President for twelve years, as I said, Justices don’t live for ever. And if you want to go there, Trump appointed three in just four years who we have seen would gladly appease Trump on any request

And those are the “facts”
 
The Chips Act has done little to nothing of what it was proposed for and supposed to do. It'll be a forgotten piece of mediocre legislation in a decade.

Chinese Disease was on the wind down when Biden took office. After doing so, he did nothing useful towards ending it and even got smacked down hard for trying to make vaccines and mask wearing mandatory nationwide.
The Chips act today is responsible for sixteen new chip factories being built across the U.S., red and blue States, in addition to supply industries servicing those plants. The US should become chip independent by the end of the decade, hardly an accomplishment that is “mediocre”

The Infrastructure Bill alone, something every President since Ike including your man had hopped to but never attained, is a major accomplishment

And Covid was hardly winding down in 1/21, in fact, the vaccines weren’t even available everywhere until Biden enacted the Defense Protection Act

That's letting the civil war occur. He could have used the military to put down the takeover of arsenals and other military installations that occurred in the lead up to the actual civil war. He did nothing.

Carter's administration did little useful. Signing some piece of paper that has no 'teeth' behind it is akin to Chamberlian's deal with Hitler over Poland. It isn't "noteworthy" if it amounts to a meaningless gesture. Carter is above both Buchanan and Biden. I said as much.

For example, 7 of the 9 FDR appointed went along without question the internment of Japanese Americans in Korematsu v. US. Hugo Black is noteworthy for his poor judgement, not to mention being a member of the KKK...
