Obama said, "My understanding of the Senate is that you need 60 votes to get something significant to happen, which means that Democrats and Republicans have to ask the question, do we have the will to move an American agenda forward, not a Democratic or Republican agenda forward."

At the Sept. 25, 2007, "Change to Win" convention, Mr. Obama called health insurance reform "an area where we're going to have to have a 60 percent majority in the Senate and the House in order to actually get a bill to my desk. We're going to have to have a majority to get the bill to my desk, that is not just a 50-plus-one majority."

Next, in an interview with the editorial board of the Concord Monitor during the 2007 primary campaign, Mr. Obama said, "Maybe you eke out a victory with 50-plus-one, but you can't govern. You know you get Air Force One, I mean there are a lot of nice perks (laughter), but you can't deliver on health, we're not gonna pass universal health care with a 50-plus-one strategy."

Flash forward to this past Wednesday....

"The American people want to know if it's still possible for Washington to look out for their interests and their future," said the president. "They are waiting for us to act. They are waiting for us to lead."

Mr. Obama said health care deserves "the same up-or-down vote" -- meaning a simple majority vote -- as other major pieces of legislation that were passed through reconciliation over the past three decades, including a welfare overhaul, tax cuts and expansion of medical coverage for children and laid-off workers.

"I don't know how this plays politically, but I know it's right," the president said Wednesday.

Translation: 'fuck what I said before, because I really really really wanna pass my health care bill and Reid fucked me in the Senate. That piece of shit couldn't get 60 votes when OUR party HAD 60 seats. So it is all the Republicans fault and now we are going to pass this with 51 votes. Because it is my bill. My legacy.... and I really wanna fuck future generations with this monstrosity. That is all'

The problem is... the Senate bill will not pass the House... they knew that when they passed it. There is NO bill for Obama to sign. Unless of course the House votes for the Senate version lock stock and barrel.

But that's the plan, for the House to pass the Senate bill and then to pass a separate bill under reconciliation rules to make a few changes.

Too often reconciliation promises go unfulfilled, I think that 15 congresspeople or so is a huge number when talking about this particular bill and that's about my guess as to how many they'll need to move over....

I personally don't think it will pass at this time. My congressman told me that there are approx. 15 votes to gain. This seems small, and most times might even be, but for this bill 2 votes is huge, 15 may be insurmountable.

When he told me that it was 15-20 votes I was actually quite surprised that Obama would put himself out for this like he did. However I then realized if it doesn't pass he actually still can just start over, there's many months before election time, and if the Rs try to get in the way of negotiations in good faith (not like the recent stuff done after they had already hammered out what they wanted in back rooms) that the election will look much different than is shaping up to happen currently.

I believe that if they had been open on C-Span, etc. like Obama promised so often that the opposition to this bill would be much less than it is now.

You may well be right. I have always had a gut that it would pass, but we will see.

With every past President I have watched, if the bill was not going to pass he would not have put his neck out, but Obama is different, he is not so concerned about saving face, he seems to do the right thing when it comes to personal actions. If he belives in it, he calls for it, even if he is not sure it will pass. He pays for that with most, but gets respect for it from me.

I don't think he's really putting his neck out. I think he'll get more heat if it passes than if it doesn't and then he can do what was promised and use open negotiations throughout in order to get something actually done.

The passage of this bill will be one of the proudest moments in American history.
 
The 60 votes was an illusion. It made it look like they had lots of power, when they were still dealing with Democrats who weren't much easier to work with than Snowe or Brown.
