You could say that. We've been trying and failing for the last decade to get an entirely new constitution drafted. My uncle chaired the movement with some success a few years ago, but we've gone backward since then. What's interesting is that you cannot find an Alabamian who supports keeping the current constitution, but we never have the votes to change.
