No the distinction is important if you like FACTS.
To the question of who "appointed" him that answer is Trump, which he does not recall.
To the question of who 're-appointed" him that answer is Biden, which no one denied or questioned.
The ONLY issue at question here is Trumps statement suggesting he did not know who "appointed" him.

Trump is accurate to say he did not and his memory is fine sine other people also appointed him thus nullifying what Trump did and making him correct.
