Tennessee just eliminated the State’s only black Congressional District, it took Memphis, 65% Black, and divided the District into three District dominated by white rural voters. One could argue Tennessee in effect it eliminated existing urban and black relevance and power thereby created a dual plus unequal system

So? Since when should the US base congressional districts on race? What you're arguing is for Apartheid. If a Black candidate is the best one in the race, they'll get elected regardless, unless you are saying that everyone in the US is racist.

Memphis district wasn’t just about race, it was also Tennessee’s only urban district, and now the chances of Tennessee ever having a urban let alone Black Congressman is nil

Urban, Black, whatever. Those are NOT reasons defining what a congressional district should be. Everybody gets equal representation. Not certain groups get representation. What you keep arguing for is racist, sexist, apartheid, or whatever bigoted thing you want to use.
