I can see the feds having a role. For example, air pollution created in say, California will blow east into Arizona and Nevada. That is now an interstate issue. The same would be true for truly navigable waterways like the Mississippi River that flows through many states.

The feds do in the same way they are allowed to regulate interstate commerce. Thus, if state A builds some factory that releases all sorts of pollution into the air or a river and that pollution drifts into state B's territory, it becomes a federal issue. If state C does some sort of pollution and it enters federal land, it becomes a federal issue. So, the feds DO have some authority over pollution within a state.
