The officer is off to the left in another room with just his pistol showing.
He fires at her while she is turned away from him without warning in violation--complete violation--of federal use of force regulations.
You obviously have no idea or training in use of force rules.
That's the federal use of force model. At worst, Babbitt was at Threshold / Yellow and the officer should have used compliance techniques to control her and the situation. That is, he should have made his presence clear and known to her and then given verbal commands after getting her attention. She clearly wasn't armed, and even the officer in later testimony stated she wasn't. That means she was neither a serious or deadly threat at the time she was shot. His use of force was wrong and probably illegal.
