That's a bit of nonsense. As long as the 60 votes to break a filibuster rule exists (actual Jim Crow stuff... look up where that stupid rule started) the Democrats can and do block legislation. Ironically using it to block stuff citing Jim Crow (true BS) while using Jim Crow rules set up by Democrats back in the day.
