Personally, I think it is stupid to saddle people with tax on products you want them to quit. Attaching important things to stuff you don't want them to do isn't the way to get the important stuff funded. It's just a way to open up a black or "gray" market.

I haven't dug into the costs/risks analysis so I don't know, but I'm betting its costs are far more than marijuana.
