Why are hospital bracelets simplistic? It’s a great idea, and he’s right, it would have been far less costly than a dna kit for mother and child(ren). I thought of it also. When my children were small our local Chucky Cheese used them. It was to keep children safe. They couldn’t be abducted from the facility. They checked your bracelet when you left the premises. It also worked at the hospital to make sure the right baby left with its parent(s).

There is a screening process which determines if the children are at risk, in the past the children were kept with the adults, until it was determined these children were at risk. If they are determined to be at risk they are then separated from the adult.
