The government says the goal is to create real consequences for cruelty and to strengthen protection for vulnerable animals across the country.

With stricter punishments now in place, Italy is sending a strong message that deliberate harm to animals is no longer tolerated.

I agree with such a crime, depending, if you hunt an editable animal is that considered "harm" or mistreatment?

That should not be criminalized.

How do they define "harms or mistreats"? In general, I agree, but am always leery of government overreach such as swatting a dog's behind when they are eating raisins or chocolate.
