No he does not. He specifically says US citizens. He was responding to the hundreds of Black US citizens in Chicago, who had hand grenades thrown into their homes without warning, and were arrested by ICE.
ICE refuses to say whether they have killed American citizens yet, but even if they have not, it is only a matter of time. They are throwing hand grenades into people's homes. Even if they are not fragmentation grenades, they are still explosives. They are violently arresting US citizens to "make a point." Sooner or later, people fight back.
That being said, I am not sure guns are the answer. I can certainly understand the rage at being attacked in your home illegally just because you have neighbors who had their visas cancelled, but shooting an ICE agent will just get more people killed.
If an ICE agent throws a hand grenade into your house, who are you going to call? You are just all over the place here. If a white citizen can shoot the police for illegally attacking his home, do you think a Black citizen can shoot an ICE agent for illegally attacking his home?
Lemon literally said citizens legally buying guns... I would think the alt right would support Black US citizens buying guns to protect themselves from illegal home invaders... Unless this has always been about racism?
ICE needs probable cause, and often a warrent, to break down a door, and arrest people. They need a reasonable, and immediate threat to use deadly force. In Chicago, they have shown they are ignoring that law.

The highest law of the land is the Constitution of the United States. The highest law of any State is the constitution of that State.
Attacking federal officers with guns while they are performing their lawful duty will result in a VERY short life span. They will be fully justified in killing you.
Remember, the right of self defense is inherent. That INCLUDES federal officers, and they are a far better shot and better armed.

7500 South Shore Drive was about half and half Venezuelans with asylum visas, and Black Americans whose families had been here since at least 1808. Some of the Venezuelans had their visas revoked, but were not told about it. That does not make them illegal immigrants.
But we are talking about the Black American citizens here. None of them were even suspected of being illegal immigrants. Even if you accept the use of skin color to get probable cause, they have a different skin color than the Venezuelans. There was absolutely no probable cause to throw hand grenades into their homes, to tear down their doors, and to force them into the street arresting them.
Being poor, Blacks and recent Hispanic immigrants live in the same neighborhoods in Chicago. The new ICE agents are often very racist, and do not care about violating the rights of Blacks. Therefore they are just clearing out neighborhoods, and then sorting out who is who hours, days, weeks, or even months later.
