No, it doesn't make charity bad because some men use it in a criminal manner. Even money from that charity went for some good causes (eventually).

Men misuse medicine, charity, construction, religion, law, education, social welfare services, etc., but that doesn't make those things evil.

You have said waste and fraud in government services occurs but is not a reason to end them.
