4. End birthright citizenship. This can be done overnight. No need for a constitutional amendment.

I'd add ending chain migration, reducing legal immigration to almost zero for the next 25 years to allow the current situation to stabilize, and increase the requirements of the few new immigrants to very high education like PhDs only. The US needs to do what Canada and other sane countries have long put into place as far as vetting the quality of the people allowed in.
