If Congress wants to apportion money to spend on cancer research for kids or any other programs that tug at your heartstrings, then they can draft and pass standalone bills.

But they didn't. Did you bother to ask why?

It's .... interesting that some people cry about Elon Musk exerting his influence on policy, but stay quiet about George Soros and Bill Gates
