Welfare is, for the most part, an economically neutral operation. It's regulation of trade (in some places) that can create the tight spots.
Economically neutral? Not exactly. It;s a big expense. Not that it's wrong. It's a commitment to all citizens. Some forms of tariffs and protectionism are the only reason we still have key capacities. Your free market zealotry is getting stupid. Welfare not a an expense?
