By definition, not the means of production. Government ownership of markets is communism, not fascism.
A heavy handed social-welfare state is also communism instead of capitalism.

I realize there is a lot of confusion here, simply because fascism is a stepping stone on the way to communism; AND the word 'fascism' has been used as general insult without meaning by so many people.

Oh, no. Socialism is a hand-in-glove part of fascism. From pushing public transit and housing, to control of retirement (in the US case social security for example), to wage and price controls, fascism wants to run people's lives. In education, elimination of alternatives to public schools is always a facet of fascism. The fascists don't like competition.

Not in my book. I see any politician who's a liar... err, lawyer... being a huge negative regardless of party. Generally, the worst person you could elect to public office is a lawyer.

This is fascism, since government schools are encouraged (but not required). They are also paid for out of local taxes. The federal government has no place here. The Dept of Education is itself unconstitutional.
