The FBI, and especially Hoover's stint, has never been anything but an internal political police force. If/when the unsubstantial people begin to organize to address the government on public grievances, the FBI is there to insure they never get to any real political power which includes infiltrating these organizations of the people to take them down. The mission of the FBI has always been to maintain the status quo for the ruling industrial/political class.
