Wouldn't the responsibility for this tragedy rest with the woman who was responsible for arming the weapon, and not Baldwin, who thought the gun was harmless.
No. You are always ultimately responsible for your own safety, not somebody else. If the armorer on the set made a mistake and nobody else bothered to check the weapon safe, that's on those people. This is on Balwin. He could have opened the cylinder on that revolver and checked the rounds loaded himself. It's not hard to do, and only takes maybe 30 seconds of your time at most.
