we got hit with a 2 a couple years ago - and our infrastructure (Florida) is much more hardened.
It took days/weeks to get power back on. Internet 2 weeks in places

It is not unusual for any government to charter vessels of all sizes after a significant natural or man made disaster. The vessels needed would be used as either a resource the government does not have, or if they do they may charter another similar vessel due to the mission load. Either way this is not the first time the U.S. has chartered cruise ships and it certainly will not be the last. Carry on.
