Pacific Palisades is in the area of control of the California Coastal Commission whose members are mostly, if not entirely, appointed by the state government. The CCC is widely regarded as ultra-radical, Leftist in their views.

Of late, the CCC denied Elon Musk's SpaceX additional launches after SpaceX completed all the requirements in terms of paperwork showing no reason to turn this down, on the sole basis--and they actually said this--that they didn't like Musk's politics and wouldn't grant him the permit because of that.
