K9 dog is grabbed, hoisted, and kicked by state trooper but trooper is ordered to be reinstated by judge who says that the K9 is not an animal, but a weapon for law enforcement, therefore this 'training' is permissible.

I never defended any illegal act by anyone; but unlike you, I don't try to judge all of them by the actions of a small minority.
