I think we all agree on how the system usually works, but the disagreement is on how the system is working this time. As a US District Attorney, it would be nearly unheard of for Halligan to prosecute a case personally, especially given her complete lack of criminal court experience. It would be even more bizarre for her to prosecute an indictment. She might sign an indictment, but that would be along with many other lawyers. The indictment would be detailed, and specific...Only experience watching the system work for the 30 plus years that my wife was a federal court reporter. I just asked my wife who generally prosecutes the cases. She said the assistants do but the state Federal prosecutor can do it if they want to. Since she is not an experienced litigator I suspect she will have a more experienced assistant do this high profile case. But I'm satisfied to wait and see what happens.
