The Dems offered a lot of money for better technology and more security at the border crossings. That is where the vast majority of illegals and drugs come through. Better sensors would be helpful. Those areas would actually accomplish something if they were enhanced. Of course the majority of illegals fly in and stay past their visas. Many stay permanently. Trump wants a wall as a show. It is a waste of money. taking it away from where it might accomplish something.
In the big picture, as long as Americans are using drugs as they do, someone will supply them. Where else can you make billions of dollars without an education?
