No... I went back to the beginning.... where it started. It has continued ever since... by each and every President, whether Rep or Dem. Yet Desh likes to pretend it is a Republican concept.... despite the FACT that it was two DEMS who began the tradition and a REP who warned against the concept.

the second line in my post says...."The deal was struck between the military leader General Pervez Musharraf and President George Bush",,,,and obvious referral to leadership....
