Yet the governor’s Aug. 7 order didn’t state whether any of the 6,303 people removed from the voter rolls over the past 18 months were noncitizens who actually voted or if there was an error and they later turned out to be citizens. Not surprisingly this is a complete misrepresentation of what happened in PA.

I don't agree with it, but they were "counting" them to force PA supreme court to officially rule on whether or not those specific ballots should be counted. The previous case was dismissed due to a technicality without a decision. PA supreme court ruled yesterday that the ballots should not be counted, in accordance with PA law, and the ballots were not counted.

PA is now doing a recount, as required by law, because the margin was under a half percent.

Nope. They are doing a recount, which is required by law, since the margin was under .5%.
OK
Once the PA supreme court ruled, yesterday, that the misdated ballots can't be counted, those ballots were no longer counted.

No grand conspiracy.
They are not being counted thanks to the PA Supreme Court. "Found ballots" would have been had it not been for their ruling.

They weren't found. They were mail-in ballots that the voter filled out incompletely. Due to that error, the ballot can't be counted per the PA supreme court.
