Because, as I said earlier, it's cheaper to buy existing surplus refining capacity that has been moth balled.

Makes sense that they would approve a permit for a new refinery in Port. Arthur, TX. Veolia runs one of the nations largest hazardous waste operations in Port Arthur. Probably a safe guess that the new refinery will be located near by.

Also, the fact that the TX facility doubled capacity is like adding an entire new facility... but I am sure it isn't going to be profitable... right Dung? If new capacity wasn't profitable... why the hell would they double capacity Dung?

That and excess moth balled capacity could be purchased relatively cheaply and updated at for lower cost and a lot faster.
