My best guess: Brandon plans on giving the money to an even worse dictator (the one in Iran) as soon as he signs whatever Iran tells him to sign so he can claim a "new nuclear agreement"... This pResident would prefer to give money to tyrants instead of allowing the US to mobilize and rebuild energy independence and secure the US against dictators. He's willing to continue to give money to dictators and nations that support terrorism than to let one single American expand energy development in the US.
