Retired military all possess the same rights to free speech as any other citizen. It does not mean they should, but there is no law or oath preventing that.

Accusing a person of criminal activity is somewhat threatening:

Speech is, of course, not the same thing as acting in an official capacity to undermine an election, or support others who are working for that goal.

The General is no longer in an official military capacity. And the rest of what you wrote is what every single politician in this country (and around the world) does.
