There is nuance on this issue. From a California perspective we had our two long time Senators, Feinstein and Boxer (both who happen to be Jewish) who were very pro-Israel as is Nancy Pelosi. On a lot of issues Boxer was very progressive but she was always pro-Israel and she would often get sh*t from her progressive allies for being so.
Of course they're all either very old, or dead. Younger progressives obviously side much more with Palestine.

The reality is the Zinke would block Hamas from getting "refugee" status, which puts a real damper on the plans of democrats, who want to import as many terrorists as possible into the American homeland.

The main reason American citizens are refusing to leave Gaza and Afghanistan is that they have non-American citizen relatives that they do not want to leave behind. It becomes a real mess. It takes time to work out whether these non-citizen relatives should be allowed into the USA. The hope is that a third country can take them while America works that out. This would mean not only could we not take them, no matter how safe they are, but also that no third country will temporarily take them, because they will know we will never take them in the end.
This guarantees hundreds if not thousands of Americans stay in war zones. Stop blaming Hamas for this particular nightmare, and start blaming the Republicans.
Zinke's bill bans anyone with a Palestinian Authority passport from entering the USA, so he did just that(or more accurately proposes doing just that). That means a Palestinian wife of an American citizen will not be allowed to leave Gaza, because she would have a PA passport, not a US passport. If their children are not registered with the US Consulate, their children are stuck in Gaza too. Her husband would probably stay with his family.
Even when sponsored by a US citizen(like a husband) even getting a visa usually takes a year or two. Full citizenship should not be expected before a decade. There has not exactly been a rush of refugees into the USA, even with all the problems of the world.

It was among the Palestinians in the Middle East,
and it was a pretty big story.

The American Government excludes Hamas members, but does allow non-Hamas Palestinians into the USA, after careful investigation. This is especially true with Palestinians connected to American citizens.
It is similar to what happens to Afghani connected to Americans. They are not all Taliban, and in fact many are threatened by the Taliban.
Zinke's bill bans all Palestinian nationals. That could be used against dual nationals(US citizens), but would probably fail. It would definitely be used against relatives of US citizens who were Palestinian. It would probably be a problem for unregistered American citizens. It would create a humanitarian nightmare for America.
Even the bill itself creates a mess. We are looking for third nations to temporarily take in Palestinians connected to American citizens while the government spends a year or two doing background checks. Egypt and Cyprus will be less willing to take in these refugees, so American citizens will be less willing to leave Gaza.
