Driving is not a constitutional right. You get your drivers license based on the skills you have and the rules you agree to follow. After you get your driving license you must continue to demonstrate your ability to drive safely on the road. If you fail to demonstrate this ability, you will be issued traffic tickets, or even have your license suspended or revoked.

So can u get into a car without a license/insurance and drive? No. You can ride as a passenger anywhere you want .... that is your right. But driving a car requires a license, and that can be revoked or nor even granted!

Quite right. Literally millions of cars drive the roads everyday, but accidents due to speeding are rather rare (considering how many cars there are).
Stupid maneuvers cause far more accidents than speed, such as pulling out in front of other vehicles without looking, changing lanes suddenly without looking, running lights and stop signs, or just not paying attention enough to realize the car in front has stopped or slowed.
Then, of course, are the usual high number of accidents simply by trying to park the car.

Not really. I have listed the cause of most accidents. The biggest cause is intoxicated driving and distracted driving.

A lot of people would defeat the limiters. If that makes you a 'criminal', so be it. I have no intention of supporting an illegal law. Neither the federal government nor any State has authority to require such limiters.
Probably won't happen. The problem isn't a technical one, it's a political one. Should a self driving car cause an accident, who is responsible? The manufacturer, that's who. They will very quickly do everything they can to eliminate exposing themselves to that kind of risk, if they want to stay in business!

The government has every right to regulate its roads. If you do not like it, do not use the roads.
In this case, it is not even regulating roads, just investigating a possible solution. It is not a big deal.
There is no legal way to walk across the USA. That bothers me. Then we hear you complain that you have some constitutional right to drive drunk on government roads for free... I doubt that is a real constitutional right.
Deaths are far more common at high speeds then while parking a car.
A much more tiny percent of cars are driving at 100mph. The chances of a car driving 100 mph having a fatal crash is many, many, many times higher than a car driving 15 mph.

they have POWER to regulate the roadways, limited to things like number of lanes, direction of travel, speed limits, etc. They do NOT have power to regulate who uses the roadways.
