Out of that, the biggest black marketers and other grey owners of the economy outside the government became the mega-rich oligarchs in Russia. The amount of corruption didn't go down. It just got legalized.

In the US this resulted in higher-than-normal inflation. Clinton got the benefit out of this of being able to cut military spending massively to about 3 to 4% of the GDP and achieved a balanced budget for once out of it.
