Yes, they can. I had to take classes on the Federal Aquisition Regulations. The government is NOT obligated to fulfill a contract in most cases if the other party is made whole after cancellation.

He can cancel the contracts leaving Harvard free to teach whatever insanity and nonsense it wants. Hillsdale college, a very conservative college, doesn't take federal funding and the feds can't tell them how to operate.
