I don't know what the age of consent is in DC, but here in Boston, it's sixteen.

Many enlightened parents put their little girls on the pill at fourteen, not encouragement but rather better safe than sorry.

We have our own type of conservatism.

I think 19 is pretty much ok everywhere. Am I wrong?

The President of the United States took the time to check out a little enough to notice that she was wearing hair barretes and to take the time and gaze to see if she had her legs crossed or not. And then, as the President of the United States felt the need to comment on that. WTF is wrong with you?
