You're being stupid.
There are no "qualifications" for these positions except the willingness to implement the President's changes and to ensure the President can meet his mandate. The completely qualified career government civil servants in those departments are already in place, ready to do the bidding of the appointed cabinet member.
How is it you need me to explain all this to you?
They won't be doing the job. They will be issuing orders for the civil servants to do the job.

This is what I ask of all the leftists who fight tooth-and-nail to oppose every single cabinet selection that Trump makes to effect his mandate.
