No, reusing user names is not permitted by anyone other than the original user or someone with permission of said user. Since Alias is banned forever, you will be unable to obtain his permission.

No idea. I just know a lot of people have come out of WA on these boards. Grind lived here until he was 14, Beefy moved from here to LA and then to Hawaii, Ib1 claimed to have lived here for many years, Brent lives in Seattle, ID lives somewhere in the Seattle area, and there's probably a lot more. Back on an old site called Politics Central, about 1/3 of the posters were from WA (the administrator was as well, which could have explained the high pool of members).
