I will be generous to your stupidity and give you the benefit of the doubt that LBJ didn't escalate Vietnam until June 8, 1965, when he committed to send U.S. ground forces to South Vietnam.
So it is clear that LBJ escalated/started a war without raising the funds to pay for it. That surcharge tax didn't come until three years in.
