It is sunk money for the person getting the free daycare.It's wrong to tell them that because somebody's paying and they're getting essentially welfare as a result. Worse, if people think it's free more people will try to use it meaning that more taxes will be necessary to subsidize it or it will end up rationed.
No, taxes are not. They are an expense. Sunk money is money that has been converted to another form like real estate or tangible goods. I can change what and how I gain income or own things to avoid taxes to some degree.
They already paid their taxes and unlike their neighbor who is paying out of pocket for the private daycare accruing an additional cost they are getting it at no additional cost to them from the city. Otherwise known as free to them.
And every single service the government puts out comes from taxes so your view that every service is welfare is reductive and stupid.
Governments by their very design take in taxes and decide via what they feel the citizens prioritize reapportion that money back out.
