Regarding the OP, this happens all over the place. I know of a city in southern Snohomish County, WA, where it's standard procedure for the police to pick up homeless people and drive them up to the county seat of Everett (the major city of Snohomish Co., which is where Hillary Swank is from) and drop them off there. Of course, Detroit is doing it ass backward, by dropping the homeless on the neighbouring suburbs, but that's Detroit for you.

You really don't know how massive Detroit is. To get from one end to another, in any direction, takes at least 1.5 hours. To get them away from the burbs would be at least 2-3 hours in any direction.
