The Fifth amendment of the US Constitution requires grand juries for all alleged felony crimes in federal courts.
According to Wikipedia, the State of Georgia requires grand juries for all felonies.
The State of New York has requirements and protocols for grand juries in felony cases which I am not familiar with, but I'm sure Alvin Bragg is.
