Like agricultural versus industrial countries, agricultural nations are usually poorer but the industrial nations rely upon them for food imports. Americans recently found this out during Trump's tariff wars.
Similarly, the industrial states are richer than the agricultural states. If you want to start a war between the states by splitting them up and cutting off money to the poorer states, the reaction will be for the poorer states to cut off food to the richer states. You will quickly learn that you can't eat money.
A better solution, IMO, is to find out how best to help poorer Americans.
